The Bill (Reg. No. 2391) envisages a number of amendments to the laws "On the licensing of some kinds of business activities" and "On chemical power sources", aimed at further improvement of business activity licensing procedure and reduction of kinds of such activity subject to licensing.
Toward this end, it was stressed during the Committee meeting, "we propose to introduce principle of priority administration of the regulations of basic law on licensing in laws regulating relations in relevant fields". According to N. Korolevska, Committee Chairman, "it will make it possible to stop continuous attempts of bringing out some kinds of business activity out of the purview of the Law "On the licensing of some kinds of business activities" and create a single unified licensing system in Ukraine".
In order to prevent unjustified broadening of kinds of business activities subject to licensing the Bill envisages an introduction of requirement under which licensing may be introduced only in the event that business activity realization can not be regulated by acts currently in force or amendments to them.
The Bill contains also amendments directed to the improvement of licensing of business activities in the field of encryptic protection of information. They were elaborated in connection with necessity of meeting Ukraine´s engagements concerning joining World Trade Organization, which provide for elimination of all restrictions on import of ITA goods, and other technological goods with encryptic properties.
